The Niger River is choking on its capital’s waste

In Niamey, the river that gave the country its name changes color with the seasons, and not for the better. Where the water should run clear, it instead takes on darker hues, laced with chemicals that nobody bothers to treat before dumping them in. Along the banks, vegetation has vanished entirely in places, replaced by piles of trash that the current can no longer sweep away.

The city bears a heavy share of responsibility for this decline. Entire gutters, meant to carry away rainwater, now function as channels for domestic and industrial wastewater. They flow continuously into the river without ever passing through a treatment plant. A single valley, the Gounti Yéna, alone carries torn mattresses, worn tires and plastic bags all the way to the riverbed. Researchers at Abdou Moumouni University have put daily untreated wastewater discharge at more than 15,000 cubic meters, a volume that shifts with the seasons but never really dries up. Tests taken downstream from the city show fecal bacteria concentrations sixteen times higher than those recorded upstream, far above the thresholds tolerated by the World Health Organization.

None of this is new, but it is worsening alongside the city’s population growth. Niamey had roughly a million residents a few decades ago; it is now approaching three million. Sani Ayouba, who heads the NGO Jeunes Volontaires pour l’Environnement, puts it plainly: for many residents, the river remains the easiest place to get rid of household waste, a habit that only deepens as the city expands.

The consequences go well beyond murky water. Fishing, a livelihood with deep roots in the neighborhoods of Goudel, Gamkallé and Néni Goungou, has been collapsing for decades. Nets come up empty more and more often. Pollution compounds with silting of the riverbed, invasive plant growth and overfishing to form a mix that strips entire families of their main source of income. Some fishermen have had to raise their prices, switch tools, go out more often, or even turn to trade or farming to make up for shrinking catches. Agriculture offers little relief from the cycle: drainage water from irrigated plots, particularly tied to rice farming along the banks, adds its own share of contamination to the river.

Faced with this decline, authorities and their partners haven’t stood entirely still. International funding, channeled notably through the French Development Agency, the European Investment Bank, and Belgian and Dutch cooperation, has boosted drinking water production capacity at the Yantala plant and financed a new treatment line at Goudel. One part of the same project specifically targets hospital wastewater discharged into the river. The city also has an updated sanitation master plan, a rarity among the major cities along the river, and stepped up gutter clearing this year ahead of a rainy season forecast to bring above-average rainfall.

These efforts still fall well short of what’s needed. Many industries keep operating without any wastewater treatment facilities at all, and little actually compels local authorities to enforce existing regulations. The problem also reaches far beyond Niger’s borders: the river also flows through Guinea, Mali, Benin and Nigeria, and pollution accumulated upstream in one country inevitably ends up in the waters of its downstream neighbors. Without an effective enforcement mechanism or regional coordination on wastewater management, the river will likely keep absorbing, season after season, the waste of an entire region.
