Senegal reached an unprecedented milestone in its anti corruption efforts this Wednesday August 12 2026. The National Office for the Fight against Fraud and Corruption published two long awaited provisional lists, one identifying officials who have complied with their obligation to declare their assets, the other listing those who have not yet done so. This marks a first in the country’s history and a new phase in the implementation of the law on wealth declaration.
This legal obligation, established by the law of September 3 2025 and detailed in its implementing decree of November 18 of the same year, covers a broad range of public figures. Ministers, heads of institutions, magistrates, presidential staff and officials across various ministries were required to comply before the July 31 2026 deadline. The new legislation also expanded the scope of those subject to the requirement, notably including credit administrators handling amounts reaching 500 million CFA francs.
Figures released by OFNAC point to unprecedented mobilization, even though the transparency exercise remains far from complete. Out of a provisional registry of 3,023 people subject to the requirement, only 1,695 declarations have actually been received so far, meaning 44 percent of those concerned are currently in a state of non compliance. Among the officials who fulfilled their obligations is Prime Minister Ousmane Sonko, whose name was explicitly listed among those in compliance.
OFNAC’s chairman, Moustapha Ka, nonetheless highlighted what he described as an encouraging trend compared to previous years. According to him, 2024 recorded a total of just 114 wealth declarations, compared with 1,023 registered for 2026 alone, of which 816 were received in July alone. This significant jump, he said, reflects a growing awareness among public officials of the importance of this legal requirement.
Beyond its strictly legal dimension, OFNAC says this transparency drive also carries considerable economic weight. Moustapha Ka noted that the conduct of Senegalese public officials in terms of integrity and transparency is closely watched by foreign investors and multinational companies considering investment projects in the country, arguing that the perception of a rigorous administration serves as a factor of economic attractiveness.
The publication of these provisional lists does not mark the end of the process undertaken by the institution, but rather its true starting point. In accordance with Article 6 of the law on wealth declaration, every file received must now undergo thorough compliance checks before any final decision is made regarding the status of its author. OFNAC intends in particular to verify the accuracy and completeness of the information provided by those subject to the requirement, while also seeking to identify any discrepancies between officially declared assets and actual holdings, including cases where assets may have been concealed through relatives or proxies.
Those currently listed among the non compliant nonetheless still have a window to regularize their situation before a final list is published, which will only come after this full process of verification, authentication and data validation. Certain administrative bodies, including the Center for Advanced Defense and Security Studies, the Presidential Palace’s household administration, the Delegation for Rapid Entrepreneurship, and the High Council for Social Dialogue, are reportedly being granted specific timeframes to come into compliance, a situation that illustrates the complexity of rolling out this mechanism across the entire state apparatus.
This initiative has already received support from several civil society organizations closely following governance issues in Senegal, who see it as a significant step forward in strengthening transparency and accountability, as well as an essential indicator for preventing corruption and protecting national resources. A press briefing organized by OFNAC at its Dakar headquarters is expected to provide further details on how the operation has unfolded and the results achieved so far in the process.
